You're right, it's a clogged vent on the cap. Replace it.

On a more serious note....

 

Back in the day....Jim remembers this, we had some of the lower hoses sucking in. The answer the manufacturers had was to install a spring in the lowers to solve the hose suction we were encountering. Maybe this could be a answer but I think the smaller hose needs to be a spring reinforced hose encapsulated in the rubber. many manufacturers already make it, just a little pricey to get.

 

You need to fix the original problem before taking steps to reinforce the hoses, to correct this problem.
