Dead Heading 03' Injection pumps

Just did head gaskets on an 03" engine. It is now a fargin no start with only 250psi ICP. Air pressure tests lead to no leaks at injection rails but toward injection pump and IPR. Sound did not change when IPR commanded shut with shop air applied to system. Removed IPR and screen is all FUBAR and full of crap. Replaced IPR. Still the same. I have made up a plug for the top of these pumps so I can dead head them and look for leaks. Air is coming out the back of the pump. Replaced the pump and thuought I would check one more time. New pump has lots of air coming out back of pump while dead headed. Anyone else ever run into this? I have replace these pumps before and never had this happen.

If air is leaking past the shaft seal I would say that is normal.

It is normal for them to leak at the pump shaft. Ford has it in writing in a TSB somewhere, but I'm old and CRS.

There is a little hole on the back of the pump that a little air always leaks out of. I usally put my finger over it for a few seconds, while I listen for a leak. Can you pinpoint exactly where the air is coming from?

Did you happen to replace the oil cooler too?

It is in the PCED in the Hard Start/No Start Diagnostic Proceedures before the Air Pressure Check test. There is a note that says "An air leak on the high pressure oil pump shaft lip seal is normal while carrying out this proceedure. This is not an indication of a high pressure oil leak and the high pressure pump should not be replaced for this condition. Note: The replacement parts may leak if all the surfaces are not oil saturated under system pressure and the seals are not properly seated during installation." That having been said, I had a bad pump that leaked furiously at the seal and after I replaced it, the new one did not.
