Not reaching operating temp..looking for ideas.

Have a good customer of ours coming in for not getting up to operating temp. His tuner gauges read 127F ECT and EOT max. Very little heat from dash too. He had an small diesel shop do his EGR delete for him, had them look at the heat issue and they changed his thermostats twice with no fix. He is now coming to us to look at it. They did use Ford t-stats. I doubt it's from the delete. I talked to the guy on the phone and it sounds like a t-stat issue. Just wondering if anyone has any other suggestions. Would a cavitated front cover cause this?

Stuck fan clutch? Ive replaced a ton of them. Check the fan rpm vs engine rpm vs commanded %

 

Raide the engine to 1200 rpm and the fan should only read like 6 or 700 rpm if its good from what i remember.
