6.0 feels like starting out in 3rd

I have a 2004 F-250 6.0 with a torqshift. The customer complains that when he is towing his 14K trailer that from a stop intermitantly feels like it starts out in 3rd or 4th, in his words "turbo spools up but wont go anywhere." Any of you guys encounter this, seems like a trans problem but trans guy said theres nothing wrong with it. I've had the same problem with a bad EGR valve but it was billowing out black smoke when this happened, his isnt. No codes. J/C since im beginning to get into trans work.

The TCM monitors this transmission very closely. If there were an issue, then the odds are it would set a code.

Start by scanning the PCM and TCM and see if you've got codes. If you do, pursue them. If not, I'd monitor the boost, RPM, TCC_SLIP, ISS, and OSS. You can determine the gear range the transmission is in by calculating the ratio between ISS and OSS. Of course, the TCM can do it faster, and it does it all the time, so if there was a discrepency between actual gear ratio and commanded gear ratio, the TCM would set a code.

I was gonna say EGR too for a minute but then you said he's not blowing a death cloud behind him either. And I know about as much about the inner workings of my spleen as I do about these transmissions.
