Keith, Did you ever come to a resolution on this? I have the same senario going on with a new unit, 3k, on the odometer. KOER hard fault P1249 that I couldn't clear. Pinpoints revealed nothing...wastegate actuator was functional during tests KA. Every test for the solenoid passed and no physical damage or concerns noted. Hot line was of no real help. Wound up swapping out the solenoid from a lot vehicle and SHAZAM...code gone, vehicle fixed.
